Each category owns a distinct solid shape, so meaning survives with no color at all, and intensity is carried by solidity: an outline shape fills in as a situation escalates. This is the direction that turns the open-source flame rule (more solid, not bigger) into the logic for the entire set.

Monitoring keeps one shape, the diamond, and fills in as it escalates. Assignment steps through the category shapes as the property moves from policy to unit to outcome.

Phase 2 · Assignment
Each stage owns a shape: circle for the policy, square for dedicated service, triangle for wildfire response, hexagon for a save, cross for a loss. The shape names the category; solidity separates the two service states.
Policy circles carry a white keyline so they hold on green terrain, and buffers keep a systematic dashed ring with a shape-coded center for the assignment they belong to.

Five Dedicated-Service status icons (60-day access, QC, historical states) collapse into a single Surveyed circle. The unpleasant-interaction icon and redundant grey states drop off the map. Threat sizing stops scaling by size. Net: roughly a third fewer symbols on a busy fire, and no two icons that mean the same thing.
